I have read this suggestion since it is a report upon Corps Discipline, Col'. Henderson's remarks are very judicious and should, no doubt, be communicated to the Governor.

But with regard to the employment of marks as the means by which to measure the industry earned by Convicts, I think it necessary to observe that their successful employment must depend almost entirely upon the reliance which can be placed on the fairness and capability of the Subordinate officers in immediate contact with the Prisoner, and therefore that it will be necessary for H. S. Robinson to consider whether the men whose services as Warders can be commanded in a Colony such as Hong Kong, would be sufficiently trustworthy to admit of Employing the Mark System.
